About The Plan

The Massachusetts Emergency Management Agency  and the Executive Office of Energy and Environmental Affairs  is developing a fully integrated, innovative, and actionable State Hazard Mitigation and Climate Adaptation Plan. The integrated plan will address the Commonwealth’s federally mandated hazard mitigation plan requirements and, in response to Executive Order 569, “Establishing an Integrated Climate Change Strategy for the Commonwealth” issued by Governor Charlie Baker in September 2016, result in a first of its kind statewide climate adaptation plan while empowering State agencies to tactically and effectively achieve multiple risk management objectives. The plan includes the robust identification, evaluation, and prioritization of strategies to reduce current and future threats and vulnerabilities across Massachusetts, and to do so in a fully comprehensive, integrated manner.
